Nowhere in the law is there a provision to use 75% on payroll. The treasury and SBA are the problems here, not Congress. Slow with guidance too. Thank u

The rehire exemption is extremely important to small businesses who have had to furlough their employees and have zero revenue coming in due to government-mandated shut downs. Be flexible on the rehire exemption and % used for payroll vs non-payroll.

@marcorubio Businesses who are fully operational are getting 8 weeks of “free” payroll. Removing the decrease in revenue clause made no sense. This is why the $349 billion is being drained so quickly. At least 10 businesses in my area who took the PPP with no drop in revenue.
@marcorubio The PPP loan is your mechanism for reducing unemployment numbers. It does very little to help small businesses who are mandated closed due to the combination of 75% for payroll and the 8 week timing. Businesses who are fully operational are seeing the largest benefit.
