Here is my “Tariffs for beginners guide” for him - Lesson 1:
1) The EU operates a common external tariff. You cannot selectively tariff Denmark, France, or Germany without de facto tariffing the EU as a whole, unless you deliberately violate WTO non-discrimination rules.
2) Targeting individual EU states would trigger an automatic EU response.
3) Trade policy is an exclusive EU competence. If the US imposes tariffs on some member states, the European Commission would respond for all, and retaliation would be EU-wide.
Bottom line:
If Trump applies tariffs to Denmark, Sweden, Finland, France, or Germany over Greenland, he is effectively tariffing the European Union as a whole, whether he intends to or not. He is therefore inviting an EU-wide trade war in response.
Lesson 2:
Tariffs imposed by the United States are paid by US importers, not foreign exporters or governments, and are typically passed on to consumers - US consumers in this case - in the form of higher prices.
