Here’s the difference between government WASTE and CORRUPTION:

CORRUPTION = daily soap + meals per a sailor costs $1500. Defense contractors keep same profit margin (or less), but can’t afford soap & can only afford slop for meals. So, someone else (usually the nation’s leader) is siphoning out at least 50% the budget, in opaque ways, before it gets to the sailor’s plate.
