Russia was a republic of the USSR with the Ukraine, Belarus, Central Asia, etc. Russia is not responsible for the crimes of the Soviet Union anymore than Georgia. Modern day Germans are not responsible for Nazi atrocities. Ukraine chose the Nazis.
