KIKO, PING RAISE CORRUPTION CONCERNS ON AGRI SMUGGLING, FLOOD CONTROL FUNDS
Senators Kiko Pangilinan and Ping Lacson on Wednesday raised corruption concerns, with Pangilinan naming alleged agricultural smugglers and hoarders and Lacson detailing irregularities in flood control projects through a "corruptionary" he compiled.
During the Senate Committee on Agriculture, Food, and Agrarian Reform's first public hearing, Pangilinan identified several companies and customs brokers allegedly involved in the smuggling and hoarding of frozen mackerel and onions worth over ₱10 million—an amount that qualifies as non-bailable economic sabotage under the Anti-Agricultural Economic Sabotage Act.
Pangilinan urged the Bureau of Customs to explain the status of the cases and warned against undervaluing confiscated goods to evade the law. He also pressed for the blacklisting of the firms from future importations.
Since the law's enactment in September 2024, only three cases have been filed, with arrests limited to warehouse personnel and not the brokers or financiers, the senator lamented. The panel will resume hearings on September 1.
In a privilege speech, Lacson presented a "corruptionary" of terms describing schemes that allegedly siphoned off half of the ₱1.9 trillion allocated to flood control projects over 15 years.
Lacson cited practices such as "distinct" (duplicate budget items), "reseta" (kickbacks), "passing through/parking fee" (royalties to politicians), and "funders" (politicians inserting projects for profit). He said these schemes cut deeply into project funds, leaving taxpayers shortchanged.
Calling the operations "well-orchestrated by syndicates," Lacson renewed his call for greater transparency in budget insertions and pushed for "greed control" alongside flood control.

Senate Deputy Minority Leader Risa Hontiveros called on Ilonggos to back former Senators Kiko Pangilinan and Bam Aquino in the upcoming elections, emphasizing the need for leaders who deliver real results.
"Alam niyo naman, palangga ko gid ang Iloilo. Syempre naman, kasi proud Ilongga ko gid ya," Hontiveros told the crowd at the "Iloilo Para kay Kiko kag Bam Volunteer Campaign Kick-off" on Thursday, March 6, giving a special shoutout to her relatives from the Tirol, Miraflores, Marañon, and Hontiveros families.
She warned voters against political deception, urging them to reject red flags and old tricks in favor of leaders who bring concrete action. "We deserve better. Dedma na sa mga lumang modus! Tama na ang panloloko nila!" she said.
Hontiveros strongly endorsed Pangilinan, describing him as a true ally of farmers and fisherfolk, whose leadership in the agriculture sector has directly benefited Filipino families.
"Si Senador Kiko Pangilinan, kakampi ng mga magsasaka at mangingisda—kahit hindi siya lumaki sa farm! Pero ang laki ng puso niya para sa farmers at fisherfolk. Malakas na agrikultura at pagkain para sa lahat? Sagot ni Kiko 'yan!" she declared.
She also praised Aquino as the champion of the youth and small businesses, highlighting his role in free college education.
Hontiveros ended with a call to action: "Kapag nagsama-sama kami ulit sa Senado, makukuha natin ang totoong pagbabago!" as she urged Ilonggos to vote wisely.
"Damo gid nga salamat sa inyong atanan, Iloilo! Madaog gid kita!" she concluded.
