hoping states get to take advantage of extensive ($150B!) HCBS Medicaid expansions in #BuildBackBetter - the combo of higher reimbursement rates + expanded coverage + potential for a higher FMAP should push states to be innovative and move away from an institution-first approach

Pretty remarkable results from CT working to shift long-term services and supports (LTSS) towards home and community-based services (HCBS) instead of institutional services - increasing the proportion of LTSS given as HCBS instead of in decreased overall LTSS costs >>
