To everyone outside Tooro, especially the keyboard warriors publicly dissecting Tooro’s succession and every whisper around the throne, please allow us to mourn our King. We, the Batooro, are hurting.

In barely a week, we have been asked to process more than grief should demand of a people at once: the death of our King, reports that he left behind a Prince and heir, the reported rejection of that Prince, Royal Clan meetings, succession, the character of a possible new King and the future of the throne. Our grief should not have to compete with breaking-news alerts.

Amid all of this, the most important story risks being lost: King Oyo died, and we have not even buried him.

For us, this is not simply a fascinating story of royal succession. At home lies our King in a coffin. Those of us who grew up with Oyo, in homes where his name and image were part of our understanding of Tooro, are still trying to imagine a Kingdom without him.

Succession matters. The questions surrounding it deserve serious examination, and our customs and institutions will eventually determine what comes next. But surely there is room to honour the life that has just ended before becoming consumed by the person who may occupy the throne next.

Please allow us these few sacred days to grieve our King. There will be time to understand what comes next. Right now, Tooro is still saying goodbye to Oyo.

May King Oyo rest in eternal peace, and may Tooro be allowed the dignity to mourn him. Sleep well my King🕊️

What began as an intelligence led enforcement in Kibuku Town has uncovered a much bigger operation.

Four illegal gaming shops belonging to Chinese National Liang Zhang Chen were enforced on. As investigations progressed, information from an informant pointed us to Zhang Chen's residence in Palisa. A search of premises revealed what was being used as a manufacturing workshop, widening the scope of our operation.

We appreciate the Regional Police Commander, Regional CID officer BUKEDI region and Kibuku District police officers for the cooperation on the enforcement, and the informant whose valuable leads made this a successful operation.

Our engagement with COSASE was also an opportunity to outline the future we are building for Uganda’s gaming sector.

NLGRB recently launched its Strategic Plan for FY2025/26–FY2029/30 under the goal of delivering responsible gaming for optimised tax and non-tax revenue. The strategy is built around stronger regulation, ICT and innovation, responsible gaming, corporate governance and institutional advancement.

Technology will remain at the centre of this transformation. Approximately 93% of gaming activity now takes place online, making digital monitoring, cybersecurity, data integrity and specialised information-systems auditing essential to effective regulation.

At the same time, we recognise Parliament’s concerns about illegal gaming machines and unregulated applications affecting communities outside Uganda’s major urban centres. Our three regional offices have already strengthened inspections and enforcement, but countrywide coverage will require a wider institutional presence.

We have therefore requested Parliament’s support in four priority areas:

📌 First, the establishment of three additional regional offices in Arua, Hoima and Jinja to strengthen regulatory coverage across West Nile, the Albertine region and eastern Uganda.

📌 Second, adequate funding for public education, prevention, counselling, self-exclusion and other responsible-gaming interventions.

📌 Third, support for amendments to the Lotteries and Gaming Act and its regulations. The current maximum penalties for some offences are too low to deter repeat offenders, while the law must also respond to emerging technologies such as artificial intelligence and cryptocurrencies.

📌 Fourth, support towards securing a permanent home for NLGRB and a dedicated data centre capable of protecting the integrity of our increasingly digital regulatory infrastructure.

We thank the Chairperson and Members of COSASE for their guidance, scrutiny and constructive engagement. Parliament’s oversight strengthens our institution, and its support will be critical as we work to reduce illegal gaming, protect consumers, optimise public revenue and build a safer, more accountable gaming industry.

Yesterday, the National Lotteries and Gaming Regulatory Board led by the Chief Executive Officer @denismudene appeared before Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) Chaired by Hon. Muwada Nkunyingi (@NkunyingiMuwad1 ) to respond to queries raised in the Auditor General’s report for the FY 2024/2025.

The Auditor General’s concerns centred on:

📌 The framework for approving gaming products.

📌 The processing of four foreign software providers outside the electronic licensing system.

📌 Information-systems audit capacity.

📌 Compliance with procurement reservation schemes.

📌 Performance measurement, revenue forecasting, budget absorption, and monitoring and evaluation.

We informed the Committee that @lgrb_uganda has since developed and is implementing the Uganda Games Classification and Product Approval Framework, a risk based mechanism for approving, monitoring and reassessing gaming products.

The four foreign software providers were processed outside the electronic portal because the system initially required applicants to possess Ugandan Tax Identification Numbers and URSB registration numbers. The platform has since been reconfigured to accommodate eligible foreign applicants. All four applications were evaluated, approved and the prescribed fees paid through URA.

We have also:

📎 Commenced specialised information-systems audit training for our Internal Audit team.

📎 Incorporated procurement opportunities for women, youth and persons with disabilities.

📎 Refined our performance indicators.

📎 Introduced an automated monitoring and evaluation system.

On the significant Non Tax Revenue shortfall, we explained that it arose primarily from the National Lottery, whose first-year performance fell substantially below its projections. The operator failed to gain sufficient market traction and subsequently ceased operations on June 30, 2026. NLGRB is undertaking an exit audit to establish its outstanding obligations and ensure an orderly closure, but more importantly, relaunching the national lottery with a new operator.

We welcome Parliament’s scrutiny and remain committed to implementing every valid recommendation that strengthens regulation, transparency, promotes Responsible Gaming and public confidence in Uganda’s gaming sector.
