Having observed Ruto closely for 25 years, here is my response.
The biggest misunderstanding about William Ruto is that people think he is an ideologue of constitutional documents, grand theories, and endless reform papers. He is not. Ruto is fundamentally a doer.
A get-it-done politician.
Whatever system you prefer, whether it was designed by Moi, Kibaki, Uhuru, technocrats, academics, or international consultants, Ruto's instinct is simple: if it works, implement it. If it is gathering dust on a shelf, dust it off and execute it.
Ruto has often told the story of his first executive job as Agriculture Minister. According to him, he did not invent some revolutionary new blueprint. He simply told his PS, Prof. Romanus Kiome and the ministry bureaucracy to pull out all the reports, strategies, plans, and policy documents sitting on shelves and start implementing them. That approach quickly earned him a reputation as one of the government's most effective ministers.
That is the thread running through his presidency.
The higher education funding model was not invented in State House. Variations of that thinking had been discussed by education experts, including the Prof. Eshiwani-led reforms decades earlier. Ruto simply pushed implementation.
SHA was not a new idea born in 2023. The journey traces back through years of health financing reforms, including initiatives dating to Charity Ngilu's tenure. Ruto's contribution was to force execution where previous governments hesitated.
Affordable Housing was started under Uhuru Kenyatta. Ruto's instinct was not to abandon it because it belonged to his predecessor. It was to scale it.
That is why many of his supporters describe him not as a visionary in the traditional sense, but as an executor. A scale-up president. A man who believes Kenya suffers less from lack of ideas and more from lack of implementation.
So when critics say Ruto has never been enthusiastic about new constitutional documents, BBI-style initiatives, or endless reform blueprints, they may actually be pointing to the very trait his supporters admire. His default question is rarely, "What new document can we write?" It is, "What plans already exist, and why haven't they been implemented?"
Ruto rises within whatever framework exists. Give him a Constitution, a policy paper, a development plan, or a reform agenda, and his instinct is not to rewrite it from scratch. His instinct is to work with it, drive it, and push it to completion. Like cream rising to the top, he backs execution over theory. For him, Kenya's problem has never been a shortage of ideas. It has been a shortage of people willing to get things done.
