If this was true, then why did the Jerusalem Council end up making a decision that went further than what was written? There is not a single Old Testament passage that would suggest that circumcision would be done away with. The Apostles used their own testimony and oral testimony from the others to see what God was doing. They not only decided that circumcision was not required anymore, but they said the Holy Spirit agreed with them.
