South Korea’s wartime command cannot be transferred on political promises, production schedules, and unfinished weapons.

Lee promises testing and verification in exchange for an OPCON transfer date.

Trump wants deployed systems, verified performance, and proof that Seoul can defend the peninsula under fire before any date is even discussed.

🔻 THE MISSILE SHIELD IS NOT READY

South Korea still lacks a domestically operated system capable of intercepting ballistic missiles at altitudes of roughly 50 to 150 kilometers.

That defensive layer remains heavily dependent on the THAAD battery operated by U.S. Forces Korea.

The Lee Jae Myung regime wants Washington to name an OPCON transfer year before South Korea’s replacement capability is deployed and operationally verified.

Trump outright refused.

🔻 THREE CONDITIONS MUST BE MET

The OPCON transfer process requires formal assessments of three critical conditions.

▪️ The South Korean military must prove that it can lead the allies’ combined defense.

▪️ South Korea must demonstrate the capability to respond to North Korea’s nuclear weapons and ballistic missile threats.

▪️ Security conditions on the Korean Peninsula and across the region must support a stable transfer.

Lee cannot replace any of these requirements with a target date written into his government’s calendar.

🔻 L-SAM PROMISES ARE NOT PROOF

Seoul completed L-SAM development in 2024, began mass production, and plans to start deployment in 2027.

None of those milestones proves that the system can protect Korean and American forces, let alone civilians, during a North Korean missile attack.

A Korean Defense Ministry official acknowledged the split.

“The US believes the capability must actually be in place and verified, while South Korea believes there is no problem with setting a target year because plans to field the capability are already underway.”

That statement exposes Lee’s reckless priority.

He wants an OPCON transfer year entered into the government record before the weapons, command systems, tracking networks, and allied interoperability have passed the required tests.

🔻 WASHINGTON DOES NOT BET ON DEADLINES

The Trump administration deals in military capability, not Lee's political trophies.

America does not surrender wartime command just because Lee promises to complete the work later.

Washington may also be examining Korea’s entire missile defense structure, including detection, tracking, command and control, engagement systems, and coordination with U.S. forces.

As far as Trump is concerned, every component must work together before lives and strategic command are placed at risk.

Lee appears determined to claim OPCON transfer as a signature achievement of his term.

National security is not a feather for Lee’s cap.

▪️ 한국은 북한의 핵무기와 탄도미사일 위협에 대응할 능력을 입증해야 한다.

▪️ 한반도와 역내 안보 상황은 안정적인 이양을 뒷받침해야 한다.

이재명은 이 어떤 조건도 자기 정권의 달력에 적힌 목표 날짜로 대체할 수 없다.

🔻 L-SAM에 대한 약속은 증거가 아니다

서울은 2024년 L-SAM 개발을 완료했고 양산을 시작했으며 2027년부터 배치할 계획이다.

그 어떤 이정표도 북한의 미사일 공격이 벌어졌을 때 그 체계가 한국군과 미군은 물론 민간인까지 보호할 수 있다는 사실을 증명하지 못한다.

한국 국방부 관계자도 양측의 입장 차이를 인정했다.

“미국은 해당 능력이 실제로 배치되고 검증돼야 한다고 보고 있지만, 한국은 전력화 계획이 이미 진행 중이기 때문에 목표 연도를 정하는 데 문제가 없다고 보고 있다.”

이 발언은 이재명의 무모한 우선순위를 그대로 드러낸다.

그는 무기체계, 지휘체계, 추적망, 한미 연합 상호운용성이 필수 시험을 통과하기도 전에 전작권 이양 연도를 정부 기록에 남기려 한다.

🔻 워싱턴은 시한을 믿고 도박하지 않는다

트럼프 행정부가 다루는 것은 군사 능력이지 이재명의 정치적 전리품이 아니다.

미국은 이재명이 나중에 필요한 작업을 끝내겠다고 약속한다는 이유만으로 전시 지휘권을 넘겨주지 않는다.

워싱턴은 탐지, 추적, 지휘통제, 교전 체계, 미군과의 연동을 포함한 한국의 전체 미사일 방어 구조도 검토하고 있을 수 있다.

트럼프가 보는 기준은 분명하다. 생명과 전략 지휘권을 위험에 빠뜨리기 전에 모든 구성 요소가 함께 작동해야 한다.

이재명은 전작권 이양을 자기 임기의 대표 업적으로 만들려는 것으로 보인다.

국가안보는 이재명이 자기 정권의 치적으로 삼을 장식물이 아니다.

🇯🇵 Japan Is Closing the Door on Beijing’s Shadow War

Beijing has spent years treating the openness of democratic societies as an access point. Japan is now moving to close that door.

Prime Minister Sanae Takaichi’s government will launch a new National Intelligence Bureau on July 31, appointing veteran security official Kazuya Hara as its first director. The roughly 700-person bureau will replace and elevate the Cabinet Intelligence and Research Office, coordinate intelligence across ministries, and serve as the secretariat for the prime minister-led National Intelligence Council.

This is a necessary and overdue defense of Japanese sovereignty.

The Chinese Communist Party does not rely only on warships, missiles, or open diplomatic pressure. Its operations are quieter and often harder to detect. Japan’s own National Police Agency says Chinese actors have concealed their purposes while seeking sensitive information, approached advanced-technology and defense-related companies, promoted technology transfers, placed researchers and technical personnel in key institutions, and cultivated contacts across political, business, government, and academic circles.

That is the CCP’s preferred battlefield: the space between legitimate exchange and covert exploitation. It uses the trust of free societies against them, while denying its own citizens the transparency, civil liberties, and institutional openness it exploits abroad. Under the cover of academic exchanges, commercial partnerships, and personal relationships, the Party can pursue technology, leverage, influence, and intelligence.

Tokyo deserves credit for recognizing that fragmented information is a national vulnerability. A central intelligence command can connect warning signs that might otherwise remain trapped inside separate agencies and turn scattered reporting into timely action.

But this bureau must be the beginning. Japan should advance counterespionage legislation, strengthen safeguards for sensitive research and infrastructure, and coordinate closely with the United States, Taiwan, and other democratic partners.

The free world must stop mistaking the CCP’s silence for restraint. Beijing’s most dangerous operations often begin long before the public sees a crisis.
