Coalition governments sound nice on paper but in a country this divided, a PM job just becomes another prize for ethnic factions to fight over. Parliamentary systems don't cure tribalism, they just move the battlefield.
In my opinion, given South Sudan's highly ethnicized politics where loyalty often lies more with ethnic groups than the nation, a parliamentary system may be more suitable. It encourages coalition govts making governance more inclusive with the PM drawn from majority coalition.
