I had a friend who was an MK in Uganda. She noted that, in order to get very normal things done, you bribe people in Uganda. Everyone. Cops, soldiers, politicians, everyone expects a bribe. Seems crass but that is how it works.
I wonder if South Korean executives were told "oh, they don't enforce immigration laws in the US. That seems crazy, but they just don't. It's a local custom. So you can just ignore the immigration laws, everyone does it. There will be no consequences."
And then, lo and behold, there were no consequences. Visas were next to impossible to get but it turns out you could entirely ignore that problem because no one cared. What a funny local quirk those Americans have!
Maybe they thought this was the stable nature of our country. After all, they didn't get in trouble under Obama. Then Trump comes in and, for all his bluster, he didn't do anything like this in his first term. Same thing with Biden, no changes.
Now, suddenly, the local custom does not apply. Suddenly the rules that everyone knew they could ignore have teeth. Suddenly you get arrested for bribing the police when you thought everyone understood that this was how it worked.
I could see being irked at that.
