@miguelnz@PierceSuzanne No, they don't. They provide advice, and if the Minister rejects that advice, then they work diligently to implement the policy regardless of their own views.
Or they can get a job in another Ministry, etc.
What they can't do is stay in post and not deliver for their Minister.
