Which more suggests “hegemon of a tribal confederation” than “United Kingdom” to me.

More seriously, I vaguekg recall reading that some minor prophets (and the Gideon story in Judges) are deliberately appropriating/subverting Baal myths in their description of God because the original audience thought Baal was the coolest/strongest
