If you can intercept network traffic, you can't edit
httpS ://weather.gov.
However, if it's http you can redirect
http ://weather.gov
to a page that says "to access you need to login" to a fake page for Google or Facebook.

These can be refurbed back to pretty much factory with extremely minimal tooling and experience (as the rev mentions downthread).

Silicon doesn't "wear out", they largely just need cleaning and re-thermal-greasing.
