There had to be a time or two that he had unpopular things he did. Even good rulers make some mistakes.

It really depends on what "it" was. For the most part he did like hearing as many sides of an issue and really think about the solution.
Some things needed to be handled quickly and he knew what he wanted.
There weren't many times I disagreed with them.

He probably didn't because they'd think he liked them the best. He had his sisters to help too so it would probably be impossible to know who the ideas came from.
Did he ask if people would go along with the ideas first? Or did he just say you had to implement new things?

Oh it was always difficult to tell who was the one coming up with ideas. I heard most things from my husband, unless the King was here. But he did surround himself with different sorts of people so he could hear from all of the realm.
My father rarely took advice.
