Grecja w tym okresie była jednym z największych europejskich importerów broni (często 4.–5. miejsce na świecie według SIPRI), a Niemcy i Francja były jej głównymi dostawcami w Europie (po USA).

Niemcy:
→ Okręty podwodne typu 214 (kontrakt z HDW/Ferrostaal, później ThyssenKrupp Marine Systems)
→ 4 sztuki, wartość ~1,2–1,3 mld € (plus opcje i modernizacje).
→ Finansowanie częściowo przez niemieckie gwarancje eksportowe Hermes (Euler Hermes).

W latach 2009–2012 (już w kryzysie) pojawiły się zarzuty, że Francja i Niemcy warunkowały swoją zgodę na bailouty (pierwszy pakiet 110 mld € w 2010) kontynuacją lub podpisaniem nowych kontraktów zbrojeniowych.

Grecja brała ogromne ilości broni od Niemiec i Francji na kredyt/gwarancje, co realnie powiększało jej dług publiczny w latach przed kryzysem 2009–2010.
To jeden z elementów, o których Grecy często mówią, gdy dyskutują o „hipokryzji” Berlina i Paryża w czasie kryzysu zadłużeniowego.
