“325 Days of Neglect: Tribal Land Rights Denied Amid Illegal Constructions"

I, Setti Yagnajee from Kumada Village, ASR District, purchased a 10-cent plot in Chintalaveedhi village, Paderu Mandal, using my hard-earned savings. However, illegal constructions in front of my land and the blockage of the R&B road are preventing access to NH516E.

Over the last 11 months, I’ve visited the offices of the Respected District Collector, PO, JC, and Sub Collector more than 30 times, but the issue remains unresolved. Despite orders from the PO and Sub Collector to address the situation, the MRO, DT and VRO continues to support this illegal constructions instead of enforcing the law.

Furthermore, officials responsible for protecting government land are issuing LPC certificates to illegal occupants, depriving rightful landowners like me of road access to our patta lands. This inaction is deeply disheartening, and it is alarming that authorities responsible for NH516E have failed to take any steps to remove these illegal constructions.

I've spent considerable part of my life going from one government office to another to resolve this issue, but there's no resolution in sight. Every time I meet with the Respected PO or Sub Collector sir, the file is forwarded to the MRO or DT, only for the same process to repeat. It appears they're more focused on issuing LPC certificates for NH516E authority lands and protecting illegal lands than solving problems for ordinary tribal people like me.

Multiple grievances have been submitted (15-11-2023/22520231110656, 14-12-2023/2220231116309, 02-02-2024/2220240202192, 13-02-2024/2220231116314, 23-08-2024/2252024082371),
but the cases are being closed without resolving the issues at the field level, seemingly just to meet targets. If this continues, people will lose trust in the grievance (PGRS) system.

Sir, Why are the MRO, DT and VRO protecting these illegal constructions? These activities thrive with their approval, allowing non-tribals to illegally occupy tribal lands. Despite the cancellation of LPC certificates for illegal structures, they continue to shield these unlawful acts. This is a betrayal of tribal rights and land laws!

Even after the official endorsement on 16/11/23 to halt and remove the illegal constructions, the Revenue Dept has shown undue interest in protecting them. Their excuses range from a lack of funds to the absence of orders, but why is no action being taken? Are they above the law?

Respected District Collector, PO, JC, SC, SDC, MRO, DT, RI, VRO I wish to ask just one thing.

1.Why are LPC certificates being issued for government (R&B) land under the National Highway Authority, supporting illegal constructions?
2.Why are LPC certificates being issued under proxy names to non-tribals, causing injustice to tribals?
3.Why are the lower-level officials not implementing the orders from higher authorities?
4.Why are government officials repeatedly protecting those who commit wrongdoings? What is the truth behind the inaction?
5.Why is there no effort to protect government property in agency areas?
6.Why must we rely on the words of lower-level officials without knowing the real facts?
7.Why are common people's problems not being resolved, even after so many months?
8.Why are there no funds to remove the illegal constructions, even though there are already marked for removal? Why do these officials seem more interested in making excuses than solving the issue?

I urge your immediate intervention for a thorough investigation and the removal of illegal constructions, ensuring transparency in the Revenue Department’s dealings.

మీ మీద చాల నమ్మకం తో నా సమస్యని మీతో చెప్పుకోవాలి అని యెంతో దూరం నుండి వచ్చాను, ఆ రోజు మీరు మాట్లాడిన మాటలు నా మనసుకి చాలా భయాన్ని మరియు బాధ ని కలిగించింది. నేను చిన్నవయసు లోనే చిన్నపాటి ఉద్యోగం చేస్తు వచ్చిన సంపాధనను కూడబెట్టుకొని ఎన్నో కష్టాలను అనుభవిస్తూ నేను ఒక భూమిని కొనుగోలు చేసాను.

నేను నా భూమి కి రహదారి సమస్యా పరిస్కారం కోరకు గత 7 నేలల నుండి తిరుగుతూ ఉన్నప్పటికి పూర్తి స్థాయి లో ఆ సమస్య పరిష్కరించబడలేదు, అందువల్లన ఆ రోజు మిమ్మల్ని కలిసి నా సమస్యని మీకు చెప్పగ మీరు ఇచ్చిన సమాధానం వల్ల నా యొక్క సమస్యకి పారిస్కారం దొరకకపోగా చాలా మనస్థాపానికి గురిఅయ్యాను. ఆ రోజు జరిగిన సమావేశంలో నా సమస్యను అర్థం చేసుకోకుండా మీరు నా మీద బైండోవర్ కేసు పెడతా అని చెప్పటం వల్ల నేను ఎంతో భయందోళన గురిఅయ్యను, ఆ సమయంలో ఏం మాట్లాడాలో కూడా నాకు అర్ధం కాలేదు. నేను నాకున్న సమస్యని పరీక్షించు కోవటానికి మీ దగ్గరికి వచ్చాను కాని, కొత్త సమస్యలు సృష్టించికోవటానికి కాదూ అని ఎంతో బాధతో తెలియజేస్తున్నాను, ఎందుకంటె మేము సాదరణ గిరిజనులం అడవి మీద ఆధారపడి బ్రతికేవాళ్ళం. అలాంటి గిరిజనులం అయిన మేము పైస్థాయి అధికారులతో మాట్లాడాలంటేనే ఎంతగానో ఆలోచిస్తాం. కాకపోతే మీరు ఉన్నారు అనే దైర్యం మరియు భరోసా తోనే మాకు ఉన్న సమస్యలు అన్నీ తిరుతాయి అనే నమ్మకంతోటి మీ దగ్గరికి వస్తున్నాం. ఇప్పుడుప్పుడే గుండె దైర్యాన్ని నింపుకొని బైటికి వచ్చి మా సమస్యలు అధికారులకు చెప్పుకుంటున్నాం, ఆ ధైర్యాన్ని రాబోయే రోజులో మా గిరిజనులకు పెరిగేలా చేస్తారని, మీలాంటి యువ అధికారుల సేవలు మన అల్లూరి సీతా రామరాజు జిల్లాకు శ్రేయస్సు, పురోగతి & సానుకూల మార్పు తీసుకురావాలని కోరుకొంటున్నాను.

మీకు ఉన్న పనులువల్ల మాకు కావాల్సిన సమయం ఇవ్వలేకపోవచ్చు కాకపోతే మాకున్న సమస్యలు అన్నీ మీ దగ్గరికి వస్తే తీరుతాయి అనే భలమైన నమ్మకంతో మీ దగ్గరికి వస్తున్నాం. “ఈ నా సమస్యలో మీకు క్రింది స్థాయి అధికారులు చాల స్పష్టం గా మిమల్ని తప్పుద్రోవ పట్టించారు అని ఆరోజు మీరు మాట్లాడిన మాటల్లో అర్ధం చేసుకున్నాం”. నా భూమికి ఆనుకోని ఉన్న ప్రభుత్వ భూమి R&B నీ రహదారి క్రింద మాత్రమే ఉపయోగించుకుంటాం తప్ప దానిలో ఎటువంటి అక్రమ కట్టడాలు చేపటబోము మరియు ఆ ప్రాంతపు ప్రభుత్వ భూములను కాపాడాలని అధికారి వారికి కోరుతున్నాం. దయచేసి కాసింత దృష్టి దీని మీద పెడితే మేము చాలా రుణపడి ఉంటాం. మా యొక్క విన్నపాన్ని స్వీకరించి, మా యొక్క సమస్యను తీర్చగలరని కోరుచున్నాము.

తప్పులు ఉంటె పెద్దమనసుతో అర్ధం చేసుకుంటారు అని కోరుకుంటున్నాను.
