The announcement means that the Lagos State Government has officially stopped approving or giving permission for any new building or development projects along the Lagos-Calabar Coastal Road, effective immediately ("starting now-now").

In simple terms:

If someone wanted to build a house, hotel, shopping mall, or any other structure along that road, they won’t be allowed to get permission to do so — at least for now.

This is likely to prevent interference with ongoing or planned construction of the coastal highway, or to protect certain areas from being overcrowded or misused.
