Naruto cannot tell whether Itachi is preparing Tsukuyomi or Amaterasu without looking at him so there's nothing to "dodge". Naruto does not have those type of feats until he gets Six Paths Sage Mode.

And this is 3rd Raikage. He is not 4th Raikage's speed so it's moot.

The Mangekyou Sharingan gives power over Kyuubi, and Itachi is the best genjutsu user aside from Mangekyou. Kyuubi ain't doing anything.
