Lived in cities and small towns. Biggest difference is that you'll know who's the biggest meth head in a small town.

Likelihood of being a victim of a crime actually goes up in many rural areas because the pop low and crime still occurs (assuming you mean rural town). More instances of crime with a much higher pop does not increase Likelihood.
