Mr. Cyril Romieu the Project Manager of the Uganda Geodetic Reference Frame (UGRF), in his presentation at the UGRF Workshop this morning, started by introducing the project. He emphasized that the project is more than just another CORS (Continuously Operating Reference Stations) network. He detailed its development, current impact, and future direction in Uganda.
The UGRF began with Phase I, which established 12 CORS stations providing high-precision GNSS data. These stations are equipped with advanced tools, including Leica GR50 receivers and solar panels for uninterrupted power supply. Phase II expanded the network to 40 stations, ensuring broader national coverage and improved accuracy, achieving better than 5 cm precision across the country. A National Control Center (NCC) and a mirrored backup center were established for centralized monitoring, data processing, and delivery.
Romieu highlighted UGRF’s role in providing free access to geodetic data through online tools at https://t.co/6ey9ox7aag, enabling users to process and retrieve high-quality spatial information. The UGRF also supports critical national needs such as land administration, disaster monitoring, infrastructure planning, and environmental management. Its integration with private CORS networks and alignment with international standards enhance its usability and impact.
The UGRF contributes significantly to Uganda’s development by supporting scientific research, mitigating risks from natural disasters like landslides and floods, and facilitating weather forecasting. It also bolsters Uganda’s international stature, with data from select stations submitted to the International GNSS Service (IGS) for global geodetic studies.
Romieu addressed existing challenges, such as limited redundancy, insufficient station density, and the need for improved transformation parameters. He recommended expanding the network, updating the passive database, and enhancing the training and capacity of monitoring teams. Legal frameworks and collaborative tools were also suggested to ensure sustainable use and management.
He concluded by emphasizing UGRF’s commitment to serving Uganda’s development needs while aligning with global geospatial standards. The network’s continued evolution will further support national growth and resilience.
