STRANGE things are happening in this country. America Ambassador went to hold a Meeting with the Chief Justice and DIRECTS that the Chief Justice (and Judges) pick up a new home to call him when they have a CASE so that the Ambassador can call his Friends he is connected with in America, so they can help on how they can Rule. Since this was announced publicly, on National Television, I expect the Judiciary to PUBLICLY explain this arrangement in the context of Article 78 (3) of our Constitution that says no person should interfere with Judges in the exercise of their duties. The debate around Namibia’s Payroll Deduction at Source (PDMS/APS) reforms has had so many social media activists weighing in their thoughts and what I have seen is how often it has been framed as a question of fighting Over-indebtedness. That framing is incomplete.

The real policy question is not whether Namibia must use PDMS as the tool to fight Over-indebtedness; it should look at the current policies and frameworks to determine if they are meeting their obligations of mitigating Over-indebtedness and at the same time fighting financial exclusion, especially for the have-nots.
