From 2021, 65 self financing engineering colleges out of 446 in Tamil Nadu have been shut down. And yet they have failed to fill more than 33,000 engineering seats this year. TN higher education needs a massive overhaul.
A full relook at school, higher education - both technical professional education and technical vocational education, is needed.
1. Too many engineering graduates for a manufacturing oriented state economy. Students study Mechanical and Production engineering but few wants
to be a line supervising engineer or a production engineer on a factory floor.
2. It is a common cultural fad/theme amongst the average engg college going student to talk of atleast one arrear amongst M2/M3/M4 and/or one of the more difficult subject courses like DSP/Thermal Engineering etc. also is the fact that lab sessions in AU affiliated colleges are namesake with little to show for practical learning and takeaways.
3. Final year projects invariably turn out to be some 3rd party contractor executed projects for the majority presented namesake to get credits
For a manufacturing focused economy, we have disconnected college education from what’s practically needed for the economy and for 3 decades have focused on over producing engg graduates from low quality engineering colleges producing higher proportion of subpar employable graduates.
In the meantime TN has lost out on one important stuff. Entrepreneurship. Need to revive that aspect for our future gen. Vocational training and entrepreneurship becoming MSME suppliers for the FDI and PLI led manufacturing boom could form the base of upward mobility for TN over the next 2-3 decades. Not everyone, heck not even majority need to form an elite engg professional class in this world of AI and a state that isn’t in top 3 in attracting GCCs or ITeS/AI focused domain.

To train a GPT class 1T model from scratch - including failed runs, data acq+clean+rlhf, post-training, team/people will likely req $250M of compute on an aggressive 3-4mo schedule (i.e. more reserved GPUs), $500-600M all-in IF you do a dense one. MoE + fp8 will cut costs by 1/10th depending on how many active params you have. If you want SOTA however, the budgets go significantly higher on test-time compute, post-training RL, and data/synthetic generations..and v. high on talent. Maybe $2-4B all-in. After that comes serving the model. The talent is key to get to SOTA/beat it - and then you have to ensure this is useful enough to have inference vol over time - for which the capital will come if there is usage / TAM. So this is not as much about raising $50-60B, or raising it all at once as the OP says - we are investors in mistral, sarvam, reflection and anthropic - and they all scaled capital over time as models got adoption, but the early bottleneck is more on talent + GPUs at that scale where you can do interesting things.
