It was never intended to be enough. The U.K. has a unique system of company and personal pensions and is not equalled anywhere else in Europe. In other countries where the state pension is greater, so are the social security contributions paid while working. The British system assumes a level of intelligence and understanding that may be inappropriately generous given the comments we see.
