Nicholas II, the last Russian Tsar, swimming completely nude with his naval officers in 1912.

A bit of context: these photographs were taken in the Finnish skerries in 1912. The company was exclusively male, consisting of the Tsar and naval officers, so nobody gave much thought to swimwear. Incidentally, in Russia, men traditionally go nude in the banya, just as women do in theirs.
