Between April 2025 and March 2026, the country logged 230 attacks and 13 fatalities, which marked a severe increase compared to the prior year's figures of three deaths and 82 injuries. Consequently, officials eradicated roughly 14,000 total bears—comprising about 12,000 Asian black bears and 2,000 brown bears. Because the International Union for Conservation of Nature (IUCN) categorizes Asian black bears as vulnerable and limits their worldwide count to 60,000 or fewer, this single-nation purge accounted for roughly 20% of the worldwide total.

Since April 2026, attacks have persisted, resulting in six additional deaths and over 35 injuries. This ongoing conflict has driven the government to schedule another 8,800 culls for the current year, cementing a policy aimed at reducing hard-hit regional populations by roughly 20% annually.

The crisis stems primarily from an ecological and geographical pinch rather than overpopulation. Due to unreliable harvests of essential pre-hibernation sustenance like acorns, beechnuts, and other tree nuts, starving bears increasingly forage in human communities and garbage dumps. Furthermore, Japan's aging and declining rural demographic has left fewer experienced hunters available, while neglected lands allow bears to expand their territory unhindered.

With a 2024 study indicating that the species has already shrunk by 30% to 40% over the past three decades and disappeared from nearly half its traditional territory, this heavy culling presents a critical threat to an already fragile population.
