@cattlefinishers @JeanetteOrrey Allerdale council in Cumbria have done it consistently. Lawyers will come down hard if you select on locality....but if you select partially and weighted by carbon emissions and environmental impacts...this is perfectly within the rules.
@cattlefinishers Well I've seen it done at local authority level ...so it's not bollocks. Just best practice needs to be taken up across the public sector.
@cattlefinishers You can....and many local authorities do it. It's a bit of a sly way of doing it...basically one of the scoring metrics is on carbon emissions and heavily weighted.... And usually local scores much better.
