It's a character study on how much a bad person can realistically improve given the circumstances, and hopefully be a net+.

Jujutsu Headquarters (the ultra-traditionalists who put the decision on hold) did not. Using delay tactics instead of outright refusing is a common way to kick the can down the road without too much backlash.
