Removing the Zenin clan from the big three would destroy some of Megumi and Maki's social power, especially since Megumi is the head. This is something the higher-ups would want (students of satoru)

If all the Zenin were dead, the higher-ups would remove them, especially if they were under pressure from the remaining clans.

It's not members of the Zenin clan who are putting the motion on hold (The panel u shared). Sure, the higher-ups don't like change, but the change already happened, and they don't gaf about Maki & Megumi
