I only know this because my son worked for one of the contractors but the government pays nonprofit organizations to sign people up to ACA. Even though it’s free, there are people too dumb/lazy to sign up. So the government gives NGO (making up numbers but they are close) $2000/ea to sign people up. NGO hires the contractors who also walk around and knock on doors selling cheap Internet/cell phones to sell ACA. Everyone they sell the company gets 1000 into the individual salesman gets 100–200.

The salesman are taught a very streamlined way to sign people up and all sorts of tricks if the people are not really qualified. Many of them already have insurance that’s irrelevant. They sell heavily in poor areas and sign up lots of homeless/illegals they just have different tricks to do it.

It’s not as big a scam as the one you have found but if you want some names to run this down my son doesn’t work there anymore and would be happy to tell you the name of the contractor and the NGO.

It’s all legal it’s just sleazy. The whole system is designed to be abused.
