Mario Draghi gave Europe more than 170 proposals to reverse its economic decline.

Two years later, he has apparently concluded that writing the report wasn't enough.

So he has built an organisation to push the agenda forward.

It is called the Rhine Group.

Draghi founded it with Stripe CEO Patrick Collison.

Luis Garicano, one of the economists involved in the original competitiveness work, is its executive director.

And look at who they have assembled:

Nobel-winning economists.

European tech founders.

Bankers.

Former ministers and central bankers.

Investors.

Academics.

People from companies including Stripe, Celonis, Shopify, Klarna and BBVA.

The goal is not to write another giant diagnosis of Europe's problems.

The group will commission research, bring these people together behind closed doors under Chatham House Rule, identify reforms worth prioritising and publish concrete proposals.

That makes this much more interesting than another European think tank.

The Draghi Report was the diagnosis.

The Rhine Group could become an attempt to build the coalition required to implement it.

And its starting point is unusually explicit:

Europe has talent.

Europe has capital.

Europe has the world's second-largest market.

But its current growth model is fading.

This may be the most important shift in the Draghi project since the report itself.

Europe's problem is no longer a lack of diagnoses.

It is execution.
