Unmasking Corruption: The Payola Scandal That Could Topple Vice President Sara Duterte
A Pandora’s box has been opened. Yesterday’s public hearing before the House Committee on Good Government and Public Accountability revealed explosive allegations concerning the misuse of funds by the Office of the Vice President (OVP) and the Department of Education (DepEd). Former Undersecretary Gloria Mercado disclosed that, since her appointment as Head of Procuring Entity (HOPE) by Vice President and DepEd Secretary Sara Duterte, she had received monthly envelopes containing P50,000 from Head Executive Assistant (HEA) Sunshine Fajarda.
Even before these monthly envelopes, Mercado hinted at earlier payments received from the Vice President thru her HEA, likely transferred through online transactions. While not delivered in cash, the implication remains the same: a deeply embedded system of financial irregularities.
This revelation only confirms what has long been whispered within DepEd: a covert payola system benefiting high-ranking officials. Regional Directors (RDs), Schools Division Superintendents (SDS), and Assistant Division Superintendents (ASDS) have reportedly received regular payments from the Vice President since she gained access to Confidential and Intelligence Funds.
The scheme was allegedly orchestrated by Edward Fajarda, the husband of HEA-turned-Assistant Secretary Sunshine Fajarda. As a disbursing officer in the Office of the Secretary, Edward Fajarda initially processed payments through the officials' Land Bank payroll accounts, but later switched to transferring funds to private accounts after security concerns arose. He personally contacted officials to request their private banking details, bypassing official documentation.
The magnitude of these payments is substantial. Undersecretary Mercado received P50,000 monthly, while ASDS officials were reportedly given P25,000. RDs and SDS officials likely received amounts somewhere between these figures. The secrecy surrounding these payments and the absence of formal records raise serious concerns about the possible misuse of public funds.
The payola scheme is believed to have begun during the turnover ceremonies when Regional Directors were called to the DepEd central office to meet the new Secretary. Rather than a formal introduction to the incoming leadership, they were handed envelopes with P10,000 inside the OSEC. Many were taken aback by this unprecedented act. Some speculated the money might have been meant to cover transportation expenses or perhaps a tradition carried over from Duterte’s tenure as mayor of Davao City, but no receipts or proper documentation accompanied the disbursements.
If these allegations are substantiated, this could mark the beginning of Vice President Duterte’s political demise. As investigations continue, the scandal could become the centerpiece of a potential impeachment. Although Assistant Secretary Sunshine Fajarda, her husband, and other implicated individuals might serve as convenient scapegoats, it is unlikely the public will believe Duterte had no knowledge of the operation. The scale of the payments and the clear chain of command make such claims of ignorance implausible.

Ngayon, kung meron man kaming pagkukulang o hindi natututokan na issue, pasensya na po pero we are in the middle of a major political battle of which we are about to gain the upperhand. Ganito na lang, baka pwede nyo pong kalabitin naman yung ibang leader dyan at baka may bakante silang oras para itulak yang mga importanteng advocacy ninyo.
