Why it was considered unsecured
The setup lacked the protections of official government systems:
• No full-time security staff.
• Limited or absent encryption (TLS not confirmed as enabled; Remote Desktop Protocol was turned on despite known vulnerabilities).
• It sat on an unclassified personal network rather than a government-authorized system. @2016
State Department policy since at least 2005 required day-to-day official business on government servers. Clinton did not seek or receive approval for her arrangement. The department’s Inspector General later found it violated cybersecurity guidelines and Federal Records Act requirements for preserving official records. She turned over roughly 30,000 work-related emails in late 2014—nearly two years after leaving office—and her lawyers deleted about 31,000 others they deemed personal. Clinton has said the arrangement was for convenience (one device instead of two). Critics and some contemporaneous emails pointed to a desire to keep personal and official material out of easy FOIA reach.
Classified information on the server
The FBI reviewed the emails Clinton provided plus others it recovered:
• 110 emails in 52 chains contained classified information at the time they were sent or received.
• 8 of those chains were Top Secret (including Special Access Program material).
• 36 were Secret.
• 8 were Confidential.

Some of the most sensitive material involved discussions of drone strikes and other intelligence matters. Clinton and her team often treated these as routine.
Hacking attempts and compromise
The server faced repeated probing:
• It was shut down at least twice in January 2011 after suspected brute-force attacks; aides discussed not sending “anything sensitive.”
• Clinton received phishing emails.
• Hostile actors successfully accessed the personal accounts of people she regularly emailed, obtaining messages that had passed through her system.
• In January 2013, someone using Tor accessed a Bill Clinton staffer’s account on the same server and browsed emails and attachments. The FBI found no conclusive proof that Clinton’s own account was successfully breached, but forensic limitations (missing devices, incomplete logs) prevented a definitive determination.

You asked for results, we made the changes necessary for this FBI to deliver- one example, DNA:

We are statutorily required under the “DNA Fingerprint Act of 2005” to receive and process collected DNA samples from federally convicted offenders, arrestees, and non-U.S. citizen detainees.

These samples are required to be sent to the FBI Laboratory Division (LD) for processing – we get around 50k a month. This literally solves crimes across the country, like unsolved homicides, mass shootings, sexual assaults, and other violent offenses.

There had been a massive backlog at the FBI Lab for decades. On August 1, 2024, the pending DNA backlog for these samples was over 1.81 million, literally breaking federal statutory requirements. A typical example of institutionalized bureaucracy from prior leadership that left crimes across America unsolved.

When we got here, we changed it. This FBI dedicated more resources, more equipment, improved IT systems, and used business analytics for DNA processing.

TODAY - that DNA backlog is officially at ZERO.

Just more evidence of the monumental and necessary changes made by this FBI. Thank you, FBI Lab Division.
