$ASTS: The Japanese government will deploy the funding progressively over the next three years through the Japan Low Earth Orbit Satellite Communications Project (J-LEO).
Japanโs Ministry of Internal Affairs and Communications secured the budget last year and concluded its tender process in June.
The investment underscores Japanโs strategy to accelerate sovereign satellite capabilities as demand grows for resilient direct-to-device (D2D) and satellite broadband services.
Japan already ranks among the worldโs most advanced D2D satellite markets. Major telecom operators KDDI, NTT DOCOMO, and SoftBank currently offer satellite-enabled services using Starlink. KDDI alone reported 4 million users within the first year of launching its service.
However, concerns over overreliance on Starlink are growing across Asia-Pacific markets, prompting governments to reassess their satellite strategies.

The trial, part of an ongoing collaboration between Vodafone and the OGCIO on mission-critical communications (MCx), included a successful live test call on Clare Island, County Mayo, Ireland. Conducted in partnership with Satellite Connect Europe (the Vodafone and AST SpaceMobile joint venture company), the trial connected to AST SpaceMobileโs satellite constellation, showing how satellite connectivity on a standard smartphone could support voice and data services for frontline responders when traditional coverage is unavailable.
The satellite-enabled MCx call was made by representatives of Vodafone and OGCIO to David Lund, Coordinator of the European Union Critical Communications Service (EUCCS) in the UK. This marks a significant milestone for Ireland, as well as for the evolution of emergency communications across Europe.
Clare Island has played a central role in Vodafone Irelandโs satellite testing programme, including Irelandโs first mobile video call via satellite earlier this year. Its rugged terrain and specular cliffs attract walkers and wildlife enthusiasts making it an ideal real-world environment for testing technologies designed to support tourism, rural communities and critical national infrastructure.
Satellite-enabled emergency calls
The trial showed how satellite connectivity can help maintain communications, supporting access to 999 and 112 emergency services, regardless of mobile provider, as well as blue light organisations such as police, fire and ambulance services. Satellite technology provides an additional layer of connectivity alongside terrestrial networks, helping ensure that the public and emergency responders can stay connected when it matters most.
