How to make a clear argument? It's not going to be a clear argument at the beginning, but I think once I write out the rest of the paragraphs, I'll have a clear argument because I can find common ground in those paragraphs. #WhatIlearnedin39C

For example, the two paragraphs are grassroots measures and government measures, although the reader can see the description of the text. But as a reminder to the reader that "I've finished talking about the problem, I'm now on to the solution." #WhatIlearnedin39C
