No - Paul does. I simply struggle to understand why Provisionists insist on reading narrative as if it somehow overturns didactic material that specifically addresses the subject.

οὐδεὶς δύναται ἐλθεῖν πρός με ἐὰν μὴ ὁ πατὴρ ὁ πέμψας με ἑλκύσῃ αὐτόν, κἀγὼ ἀναστήσω αὐτὸν ἐν τῇ ἐσχάτῃ ἡμέρᾳ.

Suddenly this means the very opposite: everyone is able.

And

οἱ δὲ ἐν σαρκὶ ὄντες θεῷ ἀρέσαι οὐ δύνανται.

Suddenly this becomes the very opposite - unregenerate men can please God. I guess Paul forgot this, religious zealot that he was.

At any rate, the same pattern appears with Acts 17:27. “That they would seek God, if perhaps they might grope for Him and find Him” does not import innate ability into the text.

The optative mood expresses uncertain possibility, not autonomous capacity. Paul is describing the purpose of God’s providential arrangement of the nations and the means by which the gospel is presented. Men know God exists - we appeal to them on that basis - and God uses the gospel to save.

Knowing God exists (even if some must still grope) does not mean they possess the ability in and of themselves. That reading lines up with Romans 1–3: general revelation leaves men without excuse, yet “no one seeks for God.”
