No one seems to talk much about the later, I guess perhaps because it's a market rate and not a policy rate... But balance sheet reduction would seem to have a fair bit to do with long term rates.

The goal should be to increase output to accommodate strong consumer demand. The Fed only knows how to fight inflation by trying to suppress growth, reducing demand, instead of increasing supply. Access to capital at reasonable interest rates is key to productive growth because small and medium sized businesses make it happen.
