A total of 3,779 acres of land was acquired for the international airport at Devanahalli (now KIA), the process for which began in 2000. Of the 3,779 acres, 1,990 acres belonged to farmers (rest being government land).
The farmers received a then princely compensation of ₹15 lakh per acre! Today, land kilometres away from the airport isn't available for less than ₹10 crore per acre. How many farmers who received ₹15 lakh then managed to convert it to ₹10 crore as of today? They weren't sons of politicians who magically multiply their assets every five years! Sons and daughters of those farmers who gave up their lands for Rs.15 lakh can be seen working for paltry salaries today in the same surroundings. Not everyone has the accumen of a DK Shivakumar or an Elon Musk.
The ongoing debate around the proposed Bidadi Township raises the same fundamental question: when agricultural land is acquired in the name of development, who is the final beneficiary of the massive increase in land value that follows? The original landowners obviously don't. Of course the politicians who have already purchased lands around the acquired land years earlier are the biggest beneficiaries and so are the corporations and speculators who fund the politicians.
True, development creates wealth. The real question is whether people who part with their land get a fair share of this wealth? Those who gave up their lands for the international airport should have got a share in the ownership of the airport. Those who lose their land for mines, industries and companies should also receive part ownership of the new enterprises.
