Linking two observational articles on that if anyone else is interested in these decals; Cyberpunk featured an advanced version of it, and Fallout 3 is an old game example that featured lots of it everywhere.

I played a bit of dark souls and saw some techniques for the environment art in that game that were similar to what ive seen in the HD GTA games and looking into it I learned about mesh decals and skirts
