Zimbabwe’s Readiness for Artificial Intelligence
A Presentation to the Zimbabwe National Chamber of Commerce (ZNCC)
One of the key discussions at the WEF in Davos last week was the “World's Readiness for the AI Revolution”.
In this context, addressing what Zimbabwe must do to be ready for AI is imperative.
Summary of Presentation
1) Preparing the private sector, public sector, government, and people of Zimbabwe for AI is essential.
An all-inclusive ecosystem approach is required to generate awareness, uptake and impact.
2) AI has the potential to drive productivity in every sector (mining, agriculture, finance, education, healthcare, manufacturing, infrastructure, banking, etc.)
3) Quick AI definitions:
(a) Artificial Intelligence (AI) refers to intelligence programmed into and demonstrated by machines or systems.
This capability is in contrast to the natural intelligence manifested by humans and animals.
(b) A special subset of AI is Machine Learning – the study of algorithms and statistical models that computer systems use to perform tasks effectively without explicit instructions, relying on patterns and inference.
(c) Deep Learning is a subset of Machine Learning. It involves training neural networks with multiple layers to learn representations of data that can be used for classification, prediction, or other tasks.
(d) Generative AI (GenAI) is a special type of AI that uses algorithms and models to create new content or novel ideas.
This can include the creation of images, music, text, or even entire virtual environments.
(4) The chief characteristic of GenAI is the CREATION of New Content and Knowledge.
Recent popular examples of Ge AI are OpenAI's ChatGPT, Google's Bard and Stability AI's Stable Diffusion.
(5) Financial Impact of GenAI: (Potential addition of $4 trillion to Global GDP in 2024).

(7) THE AI Job EQUATION (The Hope)
(a) New Jobs + Modified Jobs >> Destroyed Jobs
(b) We need an AI Regulatory Framework & enabling Policy Interventions to make this job EQUATION feasible in Zimbabwe
(8) We need new approaches to learning, teaching and research in Zimbabwe:
Blended learning, Learning how to learn, Mastering how to think, Acquiring problem-solving capabilities, Structured thinking, Trans-disciplinarity, Multi-disciplinarity, and Cross-disciplinarity.
(9) A number of things are foundational in making Zimbabwe ready for AI:
(a) Enabling Infrastructure and Technology
(b) Power/Energy (availability & affordability) AI applications require a LOT of power
(c) Connectivity (speed and reliability)
(d) Early adoption of enabling technology (such as Starlink)
(f) Enabling policy and regulatory framework
(10) Of course, Zimbabwe must get the basics right:
(a) Resolving our toxic politics
(b) Values & principles
(c ) Appreciate the role of History
( d) Efficient, transparent and accountable governance
(e )The right Mindset
(e) Hard work & Work ethic
(f) Basic Education and Financial Literacy
(g) Infrastructure (power, water, transportation networks, connectivity, speed, cost of data)
(11) There are also AI readiness enablers that Zimbabwe must embrace:
(a) Political will
(b) Digitisation of records (private and public sector)
(c ) Make government systems efficient (corruption-proof)
(d) Emphasis on production, productivity and expansion of the tax base (NOT over-taxation of a shrinking economy)
(e) An all-stakeholder ecosystem approach to development (Government of Zimbabwe as a key driver)
(f) Embracing and leveraging AI Leapfrogging opportunities.
(12) Principles for Zimbabwe AI Regulation:
(a) Context-Specific – AI should be regulated, taking cognisance of its use and impact.
The responsibility for designing and implementing proportionate regulatory responses should be assigned to regulators.
(b) Pro-innovation and Risk-Based – Regulators should focus on high-risk concerns and deal with low risks in a manner that encourages innovation while limiting constraints.
(c ) Coherence – A set of AI principles applicable across all sectors uniquely fashioned to the characteristics of AI must be developed.
Regulators will then interpret, prioritise and implement these within various domains and sectors
(d) Adaptable and Proportionate – AI principles applicable across all sectors should be fashioned out in a non-statutory manner.
The objective is to allow for a dynamic strategy for AI regulation.
(e ) Safe and effective systems – steps to protect users against unsafe and ineffective systems, including adherence to standards and ongoing monitoring.
(f ) Algorithmic discrimination protection – proactive and continuous action should be taken to prevent algorithms from unfairly discriminating against particular groups by protecting against proxy variables and ensuring that datasets are representative.
(g) Data privacy – built-in protection against abusive data practices, and users should have agency over how their data is used.
(h) Notice and explanation – informing users that an automated system is being used and how and why it will impact relevant outcomes.
(i) Human alternatives, consideration, and fallback – users should be able to opt–out of automated systems and receive support to resolve any issues encountered with the system.
(13) Five main risk verticals Zimbabwe must consider when assessing an AI system.
(a) Robustness: the risk of an algorithm failing in unexpected circumstances or when under attack
(b) Bias: the risk of an algorithm mistreating individuals or groups – particularly important for applications that significantly impact people’s lives
(c ) Privacy: the potential for an algorithm to leak sensitive or personal data.
(d) Explainability: the danger that the system, its decisions or its import may not be easily understandable to users and developers
(e ) Efficacy: The risk that the system performs poorly relative to its mandate or business case
Examples of AI regulatory efforts by the EU, the USA, China, and the UK exist.
Zimbabwe must leverage and learn from these frameworks obtaining in these jurisdictions.
(14) AI and the Law
(a) Need for new enabling and management laws and regulations for new technologies
(b) Law is conservative by definition
( c) We need a dynamic Law Commission that tracks new technologies and creates new enabling laws for these technologies.
(15) Zimbabwe must develop and adopt three separate but related Acts of Parliament.
(a) Zimbabwe Digital Markets Act
(b) Zimbabwe Digital Services Act
(c ) Zimbabwe Artificial Intelligence Act
(16) Zimbabwe’s readiness for AI must be linked to SADC and Africa’s readiness through three proposed Harmonised SADC Laws and Regulations
(a) SADC Digital Markets Laws and Regulations
(b) SADC Digital Services Laws and Regulations
(c ) SADC AI Laws and Regulations
There must be domestication of all these proposed SADC AI Laws and Regulations
ZNCC and Zimbabwe can help drive the SADC AI regulatory efforts
17) Beyond SADC, there must be three Harmonised African Union AI Laws and Regulations
(a) AU Digital Markets Laws and Regulations
(b) AU Digital Services Laws and Regulations
(c ) AU SADC AI Laws and Regulations
There must be domestication of all these AU AI Laws and Regulations
ZNCC and Zimbabwe can help drive these proposed AU AI regulatory efforts
18) AI readiness in Africa must be linked to existing regional and continental industrialisation plans, such as:
(a) SADC industrialisation Strategy
(b) SADC Infrastructure Masterplan
(c ) Programme for Infrastructure Development in Africa (PIDA)
(d) AU Agenda 2063
(19) There are six strategic initiatives that Zimbabwean companies must do to flourish under the AI Revolution (Ref. McKinsey & Company)
(a) Creating the AI transformation roadmap (Treasure Map)
(b) Building a talent bench
(c) Adopting a new operating model
(d) Producing a distributed technology environment so teams can innovate across the organisation
(e) Embedding data everywhere (Ubiquitous Access to and use of data)
(f) Unlocking user adoption and enterprise scaling.
(20) In order to outperform in the AI era, Zimbabwean companies must embrace AI technologies strategically and integrate them effectively into their business processes. Some key strategies for these entities to thrive and outperform in the AI era:
(a) Define Clear Objectives: Define the business objectives you want to achieve with AI. Understand how AI aligns with your overall business strategy and identify specific use cases that can deliver tangible benefits.
(b) Invest in AI Talent: Build a team of skilled AI experts, data scientists, and machine learning engineers. Hiring top AI talent or partnering with AI service providers can ensure you have the right expertise to develop and implement AI solutions effectively.
(c ) Data Quality and Accessibility: Ensure you have high-quality and accessible data to train AI models effectively. Invest in data infrastructure and data governance to maintain data accuracy, integrity, and security.
(d ) Start Small and Scale: Begin with pilot projects and proofs of concept to test AI applications before scaling them across the organisation. This approach allows you to learn from early successes and failures and refine your AI strategy accordingly.
(e ) Focus on User Experience: AI should enhance user experiences, not complicate them. Prioritise user-centric AI applications that provide value and improve customer satisfaction.
(f ) Collaborate with AI Startups: AI startups can offer innovative solutions and accelerate your AI adoption. Startups often have cutting-edge technologies and agility to address niche AI challenges.
(g ) Continuous Learning and Improvement: AI is constantly evolving, so invest in continuous learning for your AI team and encourage a culture of innovation and experimentation within the organisation.
(21) Zimbabwe must create and grow AI companies:
(a) An AI entity is a business specialising in developing, applying, and deploying AI technologies and solutions to solve various problems or enhance processes in different industries.
(b) It is at the forefront of AI research, innovation, and development, utilising machine learning, natural language processing, computer vision, robotics, and other AI techniques to create intelligent systems and applications.
(c) It specialises in creating AI software platforms, frameworks, or tools that other businesses can use to build their AI applications.
(d) It develops AI-powered products or services tailored to specific industries such as mobile telephony, healthcare, finance, manufacturing, retail, or transportation.

We need to develop and launch similar AI companies in Zimbabwe (and the rest of Africa)
(24) Concluding Remarks
(a) We need an AI National Strategy linked to effective AI Risk Mitigation/Management in Zimbabwe.
(b) Zimbabwean companies must know the strengths and limitations of AI.
(c ) Zimbabwean companies must be involved in designing, developing, and deploying AI systems in all sectors of the economy.
(d ) African/Zimbabwean companies must strive to OWN AI technologies and DEVELOP and PRODUCE AI applications, products, and services.
They must not just be CONSUMERS of AI products
(e ) With industry partners/competitors the Zimbabwean industrial ecosystem must develop Guidelines and Regulations on the use of AI in the country
(f ) Then work with other African countries to expand these to Regional and Continental Guidelines and Regulations
(g ) Of course, there is a need for effective and timely Implementation of these Guidelines & Regulations.
(h )The Zimbabwe Dynamic Law Commission must be put in place to motivate Regulations that enable and facilitate the adoption, management and mitigation of all new technologies (including AI).
(j) Zimbabweans, Africans and those from the Global South must be key players in the Development and Construction of AI systems (research, coding, testing, deployment, and regulations) and not just passive Consumers of AI.
Those from Africa and the Global must OWN AI technology - the democratisation of AI is key if the benefits of AI are to be universal.
(k ) There must be efforts in Zimbabwe to develop and establish AI companies to service local businesses and consumers and those from the Region, Continent, and Globe.
