83% of Counties have signed Leadership and Integrity Codes, though only 51% have gazetted them. Meanwhile, 86% of Counties issued State of the County Addresses in 2025/26, affirming growing transparency and public accountability across devolved units.

Counties allocated Kshs 3.1 billion to environmental management and expanded Material Recovery Facilities from 68 to 83. Access to safely managed water reached 47.5% in rural areas and 57.85% in urban areas, with 5,112 boreholes now serving communities.

21 Counties established Business Enterprise Funds to expand affordable credit for MSMEs, cooperatives, youth and women, while 16 Counties now have dedicated Investment Units to attract and support investors.

County Governments manage 182,832km i.e. 76% of Kenya's entire road network. In FY2025/26, 52,000 households were targeted for grid electricity connections and 66 public facilities were solarised, powering service delivery from the ground up.

On development planning, 5 Counties completed their mid-term CIDP reviews while 20 more are at advanced stages. Counties also collected Kshs 53.88 billion in Own Source Revenue in the first nine months of FY2025/26, led by strong performances in Samburu, Garissa, Kirinyaga, West Pokot and Trans Nzoia.

County health systems adapted under pressure in 2025/26. Public health facilities grew to 6,740, hospital beds rose to 49,324, and ICU beds jumped 9%. The ambulance fleet expanded to 583, while 38 Counties transitioned to the Taifa Care digital health system.

62% of Counties have now developed Disaster Risk Management policies, with 79% of those already operational. Meanwhile, 94% of Counties maintain functional firefighting departments — strengthening emergency coordination, rescue services and post-disaster recovery nationwide.

Beyond the headline numbers, Counties deepened agricultural resilience in 2025/26: coffee export earnings jumped to Kshs 52.1 billion, tea earned Kshs 187.1 billion, and milk production crossed 1 billion litres for the first time. Counties also expanded cold chain infrastructure to 213 facilities and rolled out 144 tractors under mechanization programmes.

A recent court ruling on waste management in Kenya has major implications for both national & county governments.

In ELC Petition No. E026 of 2024 (Kenya Association of Waste Recyclers v NEMA & 4 Others), the Court nullified NEMA’s April 2024 notice requiring 100% biodegradable garbage bags and mandatory use of county Material Recovery Facilities, citing lack of public participation.

The Court (Feb 12, 2026) also ordered:
• Establishment of a National Waste Management Council
• Counties to set up MRFs within 6 months

Why this matters;
This decision places clear, time-bound obligations on governments to invest in waste infrastructure, strengthen systems like segregation, and uphold the right to a clean & healthy environment.
It also reinforces a key principle: even well-intentioned policies must follow due process that is, public participation, stakeholder engagement & fairness.
