The best explanation I can come up with is that the racist groups are calling whites racist, for racist reasons.

It's a weapon.

They know whites care about being fair and impartial above all else.

Poverty doesn't explain this. The rates of family poverty in NYC of blacks and Asians aren't that much different — both around 20% (depending on which metric used).
