The 1st book is different. Some people skip it, but it does set up the characters that he uses for the rest of the series. I would suggest trying the first two before dropping them.

@AlisonCybe One irony (of many) about this is that one of the main influences on the Warhammer 40K world was the 2000AD comic, which had Judge Dredd - a satire of policing set in a fascist state. It was aimed at 8 year olds and up.
