Its a shame dvsa don't have the manpower to be able to stop them all at the docks as they enter

@markwolfy @MerPolTraffic You are obviously missing the point that it was a provisional licence so whats holding a proper licence. Its not reasonable at all, what if he had been in an accident, killed a member of your family & then you found out that no licence meant his insurance was invalid?
