This is a manual override of the Starter Air Valve (SOV) on a jet engine. Normally it opens electrically when you hit the start switch, allowing APU or ground cart bleed air to drive the pneumatic starter. When that fails, we insert a tool into the dedicated manual access port (each engine has one) and physically open it . Close it at ~50% N2 to protect the starter.
It looks intense up close under that massive engine, but it’s all per the AMM and keeps delays from turning into cancellations.
