Liebe Somalis,

Ich möchte heute noch einmal eure Aufmerksamkeit auf etwas lenken, das ich bereits vor Jahren als Erste veröffentlicht habe: die Sicherheits- und Militärvereinbarung zwischen der Bundesrepublik Somalia und den Vereinigten Arabischen Emiraten.
Ich teile sie heute erneut. Nicht, weil sie neu ist, sondern weil wir die aktuellen Entwicklungen nur verstehen können, wenn wir uns daran erinnern, was damals vereinbart wurde.
Schauen wir uns die Ereignisse chronologisch an.
Zunächst erhob sich SSC-Khaatumo gegen die separatistische Herrschaft. Die Menschen zahlten einen hohen Preis, befreiten sich und bekannten sich eindeutig zur Bundesrepublik Somalia.
Während dieses Konflikts hielt sich die Bundesregierung weitgehend zurück.
Erst nachdem SSC-Khaatumo militärisch die Oberhand gewonnen hatte, erfolgte die politische Reintegration in die föderale Ordnung.
➡️ 👉🏾 Das war die erste historische Chance, die staatliche Einheit Somalias nachhaltig zu stärken.
Doch was geschah danach❓

🔺Wurde SSC-Khaatumo politisch, institutionell und wirtschaftlich so gestärkt, dass es zum Vorbild für weitere pro-unionistische Regionen werden konnte❓

🔻Oder blieb die Reintegration weitgehend auf formale politische Schritte beschränkt❓

🔶 Gerade deshalb stellt sich rückblickend eine berechtigte Frage:
War diese Reintegration der Beginn einer langfristigen Strategie zur Wiederherstellung der staatlichen Einheit Somalias oder diente sie lediglich dazu, den Konflikt zu beruhigen❓
Kurz darauf folgte Awdal.
Auch dort wurde der Wunsch deutlich, sich direkt an die Bundesregierung anzuschließen und nicht Teil des separatistischen Projekts zu sein.
➡️ 👉🏾 Damit entstand die zweite historische Chance.
Doch bis heute wartet Awdal auf eine erkennbare politische Antwort.
Aus Hoffnung wurde Warten. Aus Warten wurde Enttäuschung.
Heute stehen wir vor der dritten historischen Chance.
Innerhalb des verbliebenen separatistisch regierten Gebiets sind die politischen Spannungen sichtbarer denn je. Die Entwicklungen rund um Israel haben diese Unterschiede zusätzlich vertieft.
Gerade jetzt hätte eine Bundesregierung, deren oberste Priorität die Wiederherstellung der staatlichen Einheit Somalias ist, die Möglichkeit, einen umfassenden politischen Reintegrationsprozess einzuleiten.
Doch stattdessen beschränkt sich ihre Reaktion weitgehend auf diplomatische Proteste.
Und genau hier lohnt es sich, noch einmal an den Anfang zurückzukehren.
Wir wissen, dass die Vereinigten Arabischen Emirate und Israel ihre Zusammenarbeit in den Bereichen Sicherheit, Nachrichtendienste und Regionalpolitik in den vergangenen Jahren erheblich vertieft haben.
Wir wissen außerdem, dass die somalische Bundesregierung unter Präsident Hassan Sheikh Mohamud eine außergewöhnlich weitreichende Sicherheits- und Militärvereinbarung mit den Vereinigten Arabischen Emiraten unterzeichnet hat, die den Emiraten umfangreiche militärische und sicherheitspolitische Befugnisse auf somalischem Staatsgebiet einräumt.
Wir wissen, welche strategische Bedeutung Berbera für das Rote Meer und den Golf von Aden hat.
Wir wissen offiziell, dass Israel heute ohne Zustimmung der somalischen Bundesregierung auf somalischem Staatsgebiet aktiv ist.

🔴 👉🏿 Habt ihr mitbekommen, dass Präsident Hassan Sheikh Mohamud in den vergangenen Tagen mehrfach nach Äthiopien gereist ist❓

🔻👉🏿 Habt ihr auch die Berichte über Treffen von Geheimdienstvertretern der Vereinigten Arabischen Emirate und Israels in Äthiopien mitbekommen❓

🟠👉🏿 2026 erklärte die Bundesregierung, Vereinbarungen mit den Vereinigten Arabischen Emiraten aufheben zu wollen. Bis heute ist jedoch öffentlich nicht eindeutig nachvollziehbar, ob diese zwölfseitige Sicherheits- und Militärvereinbarung tatsächlich rechtswirksam beendet wurde.
Gerade deshalb stellt sich eine einfache Frage: Gilt sie noch oder nicht❓

Ist die Wiederherstellung der staatlichen Einheit Somalias tatsächlich die strategische Priorität dieser Bundesregierung oder bleibt sie vor allem Teil offizieller Erklärungen❓

🛑 👉🏿 Lest die Vereinbarung.
Betrachtet die Ereignisse in ihrer chronologischen Reihenfolge.
Vergleicht politische Erklärungen mit politischen Entscheidungen.
Und bildet euch eure eigene Meinung.
🔺Verantwortungsbewusste Somalis beurteilen eine Regierung weder nach Sympathie noch nach Antipathie, weder nach Clan noch nach Partei. Maßstab ist allein ihr Handeln. Denn am Ende geht es nicht um einzelne Politiker. Es geht um Somalia.

Morocco is not a random stop. Morocco is Israel’s most functional security bridge into the Arab and African space. Since normalization in 2020/2021, this has moved beyond symbolism. It is now an institutional security relationship built on trust, defense coordination, intelligence proximity and operational channels. Israeli officials have long described Morocco as a central partner for regional stability and security. That alone shows how deeply Rabat is embedded in Israel’s security calculus. NE is not a regional visit. NE is a lever. Coastline, corridors, ports, security architecture. Whoever locks in irreversible facts there shifts power balances. But NE is more than geography. NE is the political zipper of Somali unity. When secession is pushed from the north, NE becomes the proof that Somalia cannot be split as long as NE stands firmly with the federal state and embodies unity in practice. Historically, this region has stood for unity and national resilience. That is why NE is now a sovereignty test zone. That is why the president’s visit to NE is not only right, but necessary. A president must be able to visit every region of his country. This is a constitutional duty and a visible assertion of territorial integrity, beyond power blocs, loyalties and short term alliances. NE is not a backdrop. NE is the frontline of Somali unity. Strengthening NE strengthens the Union. Weakening NE opens space for fragmentation. But timing is now a trust issue. The sequence looks less like protocol and more like crisis management. Pressure lines. Intense diplomacy. Then a security channel into Mogadishu. Ethiopia’s intelligence chief Ridwan Hussein meets HSM in Villa Somalia. This is not routine. This is influence designed to limit commitments before they are made. And then, right before NE, Morocco. That does not build confidence. It fuels suspicion, especially when HSM already carries a trust deficit and knows exactly how this will be read. If sovereignty is the goal, why not NE first and Rabat after. Why must this visit happen before the frontline, in a country seen as Israel’s security anchor. Anyone who wants unity must watch commitments, timing and implementation, not photos.

Key questions for national security:

🔴 Who is our president actually meeting in Rabat and who is sitting at the table outside the official protocol

🟠 Does the Somali parliament and political leadership have a clear assessment of the Morocco Israel security axis or are we acting without a complete risk picture

🟤 Why must Morocco happen before NE, what would change if it happened after NE

🟣 Which deliverables are being settled in Rabat, basing, ports, training, equipment, financing

🟡 Is Morocco a diplomatic bridge or a security filter

🟤 What is being negotiated in Rabat that cannot be said openly in Mogadishu

⚪️ What did the earlier security talks fail to secure that Morocco now needs to secure

🔵 Is the NE visit a sovereignty statement or a bargaining chip for political survival and reelection

⚫️ Will HSM enter NE as a president defending territorial integrity, or as a politician managing external pressure
