A piece of footage captured in Old Jaffa, Tel Aviv, recently caught the internet’s attention. It shows a traveling Scottish bagpiper playing his instrument outdoors at Abrasha Park right as the local call to prayer begins sounding over the city's loudspeakers. Afterward, the musician quickly covered his bases by claiming he wasn't trying to disrupt anything, but was just attempting a unique "cultural fusion."
Sure, he can say that was his plan. But regardless of what he was actually trying to do, watching a notoriously loud bagpipe successfully drown out an amplified broadcast is flat-out funny. In fact, using a wall of bagpipe sound to take those overwhelming decibel levels down a notch isn't just hilarious—it makes you stop and wonder: is it actually a great idea?
Behind the humor of this sonic showdown lies a much larger, incredibly frustrating reality about how city rules are selectively applied.
This isn’t just a broad debate about public expression. The real issue is that these high-volume public broadcasts are activities that would outright break local noise ordinances in any other context. If an ordinary resident, a local business, or a neighborhood group blasted audio through commercial-grade loudspeakers across an entire community multiple times a day, they would be hit with immediate fines and code violations for shattering the peace.
Yet, major legal exceptions are routinely carved out to give specific groups a free pass to bypass those exact rules.
When everyday citizens are forced to strictly follow decibel limits while select entities are granted a blanket exemption to blast sound, it destroys the concept of equal enforcement. Whether the Tel Aviv bagpiper's excuse was genuine or not, his performance perfectly exposed this double standard. If noise ordinances exist to protect the peace of a community, they need to apply to absolutely everyone. True fairness means no one gets a special pass to break the very laws everyone else is forced to follow.
