With the war over and Reconstruction of Texas beginning, the Confederate Congress has approved a 4,450 credit plan to invest in the state by constructing 15 civilian factories (2,250 credits), construction of a naval port in Galveston and Corpus Christi (200),
the development of 4 military factories, 1 in the panhandle, one out west near El Paso, 1 near Marshall, and 1 near the Confederate-Mexico border (800 credits), and to start construction of 2 light cruisers (1,000 credits) and 2 submarines (200 credits).
Finally, the Confederate Congress has voted and approved former Texas Senator Earle B. Mayfield as Acting Governor of Texas until an election can be held in the foreseeable future.

Today, President Johnston began to push his agenda into play with a speech to the Confederate Congress. With Vice President Byrd and Speaker of the House James Byrnes flanked behind him, the President spoke on his Six Year Plan economically and socially.
Economically, he wishes to focus on the rural areas and bring them electricity, establish a Public Welfare Act like he has done in South Carolina (in which the Progressive-Populist factions stood and cheered for), cut foreign aid, and expand textile and cotton productions.
