When Meghanada captures Indra, he tells Ravana that he can now enjoy the three worlds. Brahma then acknowledges, “You have conquered the entire threefold world.” That’s in Uttara Kanda, chapters 29–30.

Brahma then explicitly acknowledges this:

जितं हि भवता सर्वं त्रैलोक्यं स्वेन तेजसा।
Jitaṃ hi bhavatā sarvaṃ trailokyaṃ svena tejasā.
“You have indeed conquered the entire threefold world by your own might.”
— Uttara Kanda 7.30.4

The idea is that Ravana has defeated the power at the top. It doesn’t mean every other king must lose his throne. Having your own kingdom and having an overlord above you can go together.

And Ravana actually did defeat an earlier king of Ayodhya, Anaranya. That’s in Uttara Kanda 19—the same Anaranya who foretells that Rama will be born in his dynasty and kill Ravana.

The logical reading is therefore a world with several levels of authority: Ravana directly governs Lanka, forces submission from other rulers, and establishes supremacy through victories over the great powers. Local dynasties can continue conducting their own affairs within that arrangement.

A king of kings does not require a world without kings.
